For the past six years, RICK has worked closely with Riverside County in California to turn a closed elementary school into a multi-use community center. What started as just a span of asphalt has now become a central hub for recreation, learning, and public events.
“This wasn’t just another site plan—it was about reimagining what this space could be for the community.” —Michael Taylor, RICK Landscape Architect and Project Manager for Lakeland Village
The transformation began with a master plan—a vision for what the site could become. As each phase took shape, new possibilities emerged, and the project continued to evolve. What started with walkways, shaded gathering areas, and greenery laid the foundation for something much greater: a place built for community.
From Asphalt to Green Space
The first phase of the project focused on removing nearly 85% of the asphalt, replacing it with a structured network of pedestrian walkways, planting areas, and shaded seating to create a welcoming, functional, and multi-purpose space. Along with these improvements, RICK ensured there was proper drainage, resolving issues that previously caused stormwater to pool across the site.
The front of the buildings was redesigned to improve both the appearance and usability of space. With this transformation, the site gained new purpose, and existing programs—like an art center and a Boys & Girls Club after-school program—began drawing in more community members.
“This area was all asphalt before, with no real spaces for people to walk, sit, or gather. Now, it’s a space where people can move freely, whether they’re going for a walk, meeting with friends, or just enjoying the outdoors.” —Michael Taylor
With the core site improvements in place, the next phase revitalized the former playground and blacktop area, creating an active recreation space.
New sports amenities were introduced, including renovated basketball courts, four pickleball courts, and shaded seating areas.
To further improve accessibility, RICK connected an existing overflow parking lot to the main site.
The following year, as community interest continued to grow, RICK transformed an overgrown field into a fully renovated Little League facility. The revitalized area includes a walking path, modernized ball fields with high-quality artificial turf, a concession/restroom building, and safer street and parking lot access.
This project also included significant infrastructure improvements, allowing the site to dismantle an aging septic system and install a sewer mainline and control water runoff from the adjacent mountains.
Building Momentum for Future Projects
The Lakeland Village Community Center saw immediate success after the grand opening of the ballfields in November 2024. Inspired by the ongoing transformation, the County of Riverside has launched additional projects, including a community library.
Over time, what began as a single redevelopment effort has vastly evolved. Rather than simply completing the planned renovations, RICK’s involvement turned into a six-year commitment, investing in the community’s future.
“Every time I drive through Lakeland Village, I see more people out. That’s the real measure of success—not just the projects we build, but the way people embrace them.” —Michael Taylor
A Collaborative Effort with Lasting Impact
The transformation of Lakeland Village Community Center is just one example of RICK’s commitment to projects that create lasting change. Throughout this process, strong collaboration between Riverside County staff, the Supervisor’s Office, local organizations, and RICK’s team helped turn this vision into reality.
Riverside County Supervisor Kevin Jeffries played a key role in championing this project. His connection to Lakeland Village runs deep—not only as its elected representative, but as someone who grew up in the area and understands firsthand the need for revitalization. He spent years bringing his sons to these fields when they were younger and wanted to see the area restored for future generations.
“Supervisor Jeffries cared deeply about this project because he’s been part of this community for so long. He saw what these fields meant to families, including his own, and wanted to make sure future generations could enjoy the community facilities. Seeing that vision come to life is what makes this project so special.” —Michael Taylor
Beyond leadership, teamwork between RICK’s planners, engineers, and county officials was critical to the project’s success. Thanks to collaborative efforts, Lakeland Village is no longer just a site with new amenities, but a thriving community hub that will continue to evolve for years to come.
Continuing the Vision for Lakeland Village
What began as a single redevelopment project kept growing and expanding as its impact on the community became clear. Riverside County’s deep connection to this site and RICK’s dedication and hands-on approach turned this project into something much bigger than originally planned. This project sparked new ideas, new opportunities, and a long-term investment in the area’s future.
RICK is honored to have helped shape Lakeland Village Community Center, and we look forward to its future as a transformative part of the community.
