Kevin’s journey to receiving these prestigious awards is a story of exceptional commitment and passion. During his 35 years at RICK, Kevin has been responsible for the design of several large public infrastructure projects and master planned communities in San Diego.
His role at RICK has seen him tackle complex projects with innovation and precision, ensuring that the communities he serves benefit from high-quality, forward-thinking solutions.
Not only has Kevin excelled in his technical expertise, but he has also been a cornerstone in fostering collaborative efforts to enhance public infrastructure through his involvement with organizations like APWA.

This award is not merely a recognition of professional success but a celebration of years of service benefiting the public works industry. Kevin’s influence has expanded its reach since he began his involvement with APWA in 2001. Since then, he has served on the San Diego and Imperial Counties Chapter Board of Directors (serving as President in 2018) and the Mentorship, Golf, Internship, and North County Committees. Kevin is a great example of the power of mentorship; his educational efforts with college and high school students have introduced dozens of young engineers to career choices and APWA scholarship opportunities they would never have been exposed to without his efforts.

Last year, Kevin also took on the challenge of organizing the global APWA PWX conference as Co-Chair of the 2023 PWX Host Committee. Together with Vic Baines (2015 APWA Imperial Counties Chapter President), Kevin envisioned what would become the most-attended PWX in APWA history. This was a massive undertaking, and Kevin worked tirelessly over 4 years to lead his team of 33 Host Committee members to see his vision through.
