RICK provided transit-oriented development design and planning, civil and roadway engineering, landscape architecture, surveying, and Low Impact Development (LID) services for the expansion of the Grover Beach Train Station. The RICK Team provided schematic design alternatives and final design. Construction was completed in 2020. An important element of the project was the widening of SR-1 to close an existing driveway, accommodate two new driveways, and create a new two-way left-turn lane. The widening involved an encroachment permit with Caltrans, Mandatory and Advisory Design Exceptions, Right-of-Way Certification, and a Permit Engineering Evaluation Report (PEER).
The project area encompasses three additional acres to provide improved connectivity for Amtrak bus and train passengers with a new bus transit station and retail building, new circulation and access to Highway 1, statement palm tree entry, parking areas, and a seamless connection to the existing train station and parking lot. Improvements to State Route 1 included widening to provide a new center turn lane and deceleration/acceleration tapers.
Caltrans review and permitting through its Encroachment Permits Division and the preparation of a Permit Engineering Evaluation Report (PEER) were both included in the project’s work. Compliance with Stormwater Post Construction Requirements 1 through 4 was also required. Due to site constraints and shallow groundwater, the project pursued an alternative compliance route proposed to address water quality onsite and retention and peak management offsite.
