RICK provides QSD and QSP services for four master-planned communities located in the City of Chula Vista, City of San Diego, and County of San Diego known as Millenia Lot 17, Civita Lot 15, Tavarra Ridge-Black Mountain Ranch, and Harmony Grove. This effort includes preparation of a Risk Determination Analysis, a Storm Water Pollution Prevention Plan (SWPPP), preparation of a Change of Information (COI), SWPPP amendments, Notice of Terminations (NOTs), construction site stormwater site inspections, pre/post/during extended storm inspections, Rain Event Action Plans (REAPs), meetings with the contractors and subcontractors to provide informal SWPPP training, meetings with the LRP to discuss CGP compliance, answering field questions, meeting with inspectors, including municipalities and the Regional Water Quality Control Board (RWQCB), responding to applicable enforcement by local municipal inspectors, and providing BMP recommendations.
Acting as the QSP entails performing a site inspection with the on-site contractor and/or BMP installation/maintenance company. RICK meets on a routine basis with contractors to discuss the sequencing of construction to determine the most effective approach to managing stormwater as site conditions change. Once the site inspection is complete, RICK staff update the SWPPP book to include weekly inspection reports, site map documentation, maintenance records, and site conditions. A challenge imposed on this project was complying with ever-changing municipal requirements with new interpretations being imposed from municipal inspectors. RICK developed standard operating procedures for BMP deployment to include stucco management, drip pan methodology, a solid waste management policy, and vertical construction BMP details.
We assisted the LRP in submitting all PRDs on the State Water Resources Control Board (SWRCB) Stormwater Multiapplication Report and Tracking System (SMARTS) including the SWPPP, risk determination, annual report, and AdHoc report. We also assisted the LRP with reviewing records of sampling, training, and inspections for the preparation of the annual report and submittal to SMARTS.
