The proposed Miramar Landfill General Plan updated the 1994 version and identified three potential infrastructure projects: an organic material processing facility/transfer station, a resource recovery facility, and ancillary projects. Stakeholder involvement included the Department of Defense with the project being located on federal lands, and issues of concern were biological resources, water quality/drainage, traffic and circulation, air quality, and noise effects associated with the proposed facilities.
The project included a biological habitat assessment and protocol-level surveys for gnatcatchers. After completing the update, RICK’s team was tasked with the Miramar Landfill Long Range Plan and Transfer and completing a preliminary review regarding the development and operation of a transfer station following closure of the Miramar Landfill.
