RICK prepared the tribal reservation land use master plan and associated NEPA EA for 1,400 acres in Valley Center, San Diego County. This project included the development of a master land use plan for tribal residential and commercial uses, as well as tribal government offices and an entertainment facility, including a casino and hotel. The tribe also uses the land use master plan to guide its decision-making development process and future fee-to-trust actions.
Also part of the project scope was the development of provisions for water and sewer service through agreements with the Valley Center Municipal Water Agency.
The RICK Team also prepared a tribal housing land use plan for 500 acres on the San Pasqual Reservation, including an overall land use plan phased into several development areas. The first phase of development was complete with a new circulation system, 30 residential home sites, and a park. Future phases include 70 home sites, trails, and cultural areas.
